So, what's the etiquette of linking to others' blogs? Does one ask permission first, or just put up the links? What about non-blog websites?

i would suggest going with the golden rule. it's a good fallback in any situation. of course, i have no experience with this to make an informed opinion, but that hasn't stopped you from taking my advice before.
When I added links to my blog, I just went ahead and did it. One of the people I linked thanked me :). Some bloggers will look up their links using technorati.com just to see if anyonbe has linked them. I doubt that anyone would mind their blog being linked, but if they did, they could certainly ask you to remove it. Having a publicly-accessible blog runs the risk that >gasp!< people will see/read it, which seems obvious, but can be freaky once you actually track how many hits you get on your site.
